Mulai 1 Maret, Syarat Jual Beli Tanah Harus Punya BPJS

Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) mengumumkan kartu BPJS Kesehatan akan menjadi syarat permohonan pelayanan pendaftaran peralihan hak atas tanah atau hak milik atas satuan rumah susun alias jual beli tanah.
Persyaratan baru ini akan mulai berlaku pada 1 Maret mendatang.

'Pelaksanaan ketentuan ini mulai berlaku pada 1 Maret 2022,' tulis surat bernomor HR.02/164-400/II/2022 ditandatangani Dirjen Penetapan Hak dan Pendaftaran Tanah Suyus Windayana, dikutip CNNIndonesia.com, Sabtu (19/2).

Surat tersebut mewajibkan pemohon pelayanan peralihan hak atas tanah atau Hak Milik atas Satuan Rumah Susun karena jual beli harus menyertakan fotokopi Kartu Peserta BPJS Kesehatan.

'Setiap permohonan pelayanan pendaftaran peralihan hak atas tanah atau Hak Milik atas Satuan Rumah Susun karena jual beli harus dilengkapi dengan fotokopi Kartu Peserta BPJS Kesehatan,' demikian tulis surat tersebut seperti dikutip, Sabtu (19/2).

Dalam surat tersebut dijelaskan bahwa aturan ini sesuai dengan terbitnya Instruksi Presiden (Inpres) Nomor 1 Tahun 2022 tentang Optimalisasi Pelaksanaan Program Jaminan Kesehatan Nasional (JKN).

Lebih lanjut, surat tersebut juga menjelaskan bahwa JKN merupakan bagian dari sistem jaminan sosial nasional yang diselenggarakan dengan mekanisme asuransi kesehatan sosial yang bersifat wajib alias mandatory.

Program JKN juga tertuang dalam Undang-Undang (UU) Nomor 40 Tahun 2004 tentang Sistem Jaminan Sosial Nasional (SJSN) sebagaimana telah diubah dengan Undang-Undang Nomor 11 Tahun 2020 tentang Cipta Kerja.

JKN bertujuan untuk memenuhi kebutuhan dasar kesehatan masyarakat yang layak diberikan kepada setiap orang yang telah membayar iuran atau iurannya dibayar oleh pemerintah.

'Dengan demikian, seluruh penduduk wajib menjadi peserta jaminan kesehatan termasuk warga negara asing (WNA) yang bekerja paling singkat 6 bulan di Indonesia,' tulis surat itu.

Kemudian, diktum kedua angka 17 Inpres Nomor I Tahun 2022 menginstruksikan agar Menteri ATR/Kepala BPN memastikan pemohon pendaftaran peralihan hak atas tanah karena jual beli merupakan peserta aktif dalam program JKN.
